If all else fails, you might want to compare MD5 sums for the driver you're downloading (or the archive, if you're downloading it that way) might be as simple as an incomplete/corrupted download. Open the ds3 tool and click the pairing tab or the bluetooth pair button, then click the pair now button. The main issue i'm having is in scp server, the pair button is grayed out. Windows has a safe mode you could try installing in that, however it may not work then because safemode trys to only load the device drivers that are absolutely neccessary.
